Is ACT 5.0 easier to use than ACT 3.0 or Microsoft Application Compatibility Toolkit (ACT) 4.0?

Can someone explain in simple terms why I should upgrade from ACT 3.0?
For starters, Application Compatibility Toolkit (ACT) 5.0 is more capable of handling newer Microsoft® Windows® versions, with some of its features such as the AppVerifier compatibility scan being able to take advantage of new Windows features. The latest version of ACT also provides the latest Microsoft® Windows® 7 compatibility fixes (W7B), giving you the best quality for deploying new Windows 7 applications.
However, a better version of ACT is not necessary for older Microsoft® Windows® 7 compatibility issues.
ACT 5.0 does not include any changes to be released in Microsoft® Windows® 8 or newer versions, which makes it important to keep it up to date with the new releases. For instance, Microsoft® Windows® 8 included a new security standard, one which can be verified using the AppVerifier Compatibility Checker. Unfortunately, some older applications are still vulnerable to attacks using this standard, which means that your Windows® 8 deployment may be affected by outdated ACTs.

Microsoft Application Compatibility Toolkit (ACT) 5.0
ACT 5.0 includes the following:
A new AppVerifier compatibility scan that can check for Windows 8 and newer
Microsoft® Windows® 7 compatibility fixes
A new Windows Server OS Deployment tool that can determine the compatibility issues and make the necessary recommendations to resolve the issues
ACT 5.0 offers significant improvements over ACT 3.0, and so it may be worth your while updating to it. However, older Windows compatibility problems may still exist with ACT 5.0.
